OVERVIEW of Current involvement in RTD activities 1. ECOS OVERTURE, Project “Energy Conversion in Municipal and Public Buildings and Public Lighting”, period 2000 - 2001 Partner: Energy Office, Cork County Council, Ireland Objectives: Promotion of the co-operation among the international partners, i.e. from Greece, Ireland and Romania, in the field of energy and environment by means of the establishment of stable and long - term co-operation networks. - the improvement of partners’ capabilities concerning: (a) planning / managing / evaluating actions and projects, (b) implementation of projects related to rational use of energy through the transfer of know - how. - the stimulation of the neighboring regions in the field of energy / environment management through the realization of certain pilot projects. - the reinforcement of socio-economic cohesion among EU countries (by the involvement of regions from less favored areas of EU). - the strengthening of pre-accession strategies of the involved PHARE country by familiarizing the Romanian partners with the energy and environmental policies of EU. - the preservation of the environment via energy saving interventions. 2. SAVE II/1999/334, Project “Promoting selection of appropriate energy efficiency measures in housing sector”, period 2000 - 2001 Objectives: The main goal of the proposal is to establish ways to identify and analyse the obstacles and to determine the most common sources for increased energy efficiency in housing sector, and to find solutions for the rehabilitation of old buildings. Data will be gathered about representative building types and a database will be created. From this database the most representative will also be determined. At each selected dwelling, after an analysis of the energetic flow (inputs and outputs), measurements will be performed to obtain data for an energy audit. The database will be available via the Internet using the World Wide Web. The proposal methodology will be a general one, so it will be possible to apply it in any country. By making the results available via the Internet, they will be available all over the world, and the dissemination will be very rapid. The regulations and laws adopted lately by the European countries confirm the necessity of projects focusing on promoting sustainable energy systems and improving energy efficiency in housing sector. 3. NNE5/2000/00011, Project “Information initiative concerning biomass energy experience in EU countries”, period 2001 - 2002 Objectives: Dissemination in Bulgaria and Romania of information, concerning modern EU technology for biomass based energy production. Such an information campaign will create conditions for biomass energy applications in the above countries. Due to the considerable energy potential of the available biomass resources, this development could be a serious contribution to the general objective of the Energy Sub-program for reduction of CO2 emissions. An innovative approach is being planned for selection of the most appropriate EU equipment and process schemes. The proposed technologies will be selected to be cost-effective in Bulgarian and Romanian economic conditions. The information campaign include: - Bulgaria and Romania; (v) list of equipment producers from EU countries, Bulgaria and Romania. Writing of two booklets: “Straw Energy Technology” and “Wood Energy Technology”. The selection of information for the booklets will be based on evaluations of the local conditions in Bulgaria and Romania. - The booklets include: (i) a brief presentation of energy policy issues, concerning biomass; (ii) information about biomass harvesting and transport; (iii) presentation of biomass firing equipment, including small boilers, district heating, CHP and power plants, with a particular emphasis on small boilers; (iv) short description of alternative technologies, such as gasification and pyrolysis; (iv) financial evaluations of prospective applications in Romania. 4. ERK6-CT-1999-2001, NAS extension Project “EnerBuild RTD Thematic Network”, period 2002 - 2003 Partner: National University of Ireland Dublin (NUID), Ireland The EnerBuild project aims at creating enhanced networking and co-operation among energy RTD projects addressing the built environment supported in the European Commission’s previous Fourth and the current Fifth Framework programs, and members from the Candidate Countries, in order to advance the following objectives in a coherent manner focused on market/societal/environmental needs.
